What We Know & How ATM is Responding
We want to share an important update with you regarding the recent continuing education audit initiated by the Texas Department of Licensing and Regulation (TDLR). Formerly, CE documentation was required with all applications or license renewals; however, a new rule changed this requirement, effective January 5th, 2025. CE documentation is no longer required at the time of renewal and only needs to be provided at the request of an audit. Despite this rule change, TDLR is currently auditing CE documentation from all licensed midwives across the state.
ATM formally requested clarification from TDLR about the reason behind this broad action. We have now received an official, prepared response from the agency confirming that the audit of the entire program was prompted by an increase in complaints and recent investigations related to midwifery practice in Texas.
While this may be concerning to hear, please know that:
ATM, as your state organization, is actively engaged — we are maintaining communication with TDLR and will be monitoring any TDLR reports or events
You can take proactive steps — now is a good time to ensure your CE documentation is complete and well-organized. If you’re unsure what’s needed, we can help point you in the right direction.
We are attaching TDLR's written response along with ATM's public statement to this email so our members have access to this information first and feel supported as we move forward.
This issue will also be discussed at our upcoming ATM Board Meeting on Saturday, August 3, which is open to the public. We encourage you to attend if you’d like to hear more, ask questions, or offer input.
